"Diplomatic Privileges" To issue DOS Driver Licenses to qualified foreign mission personnel and their dependents in the United States. Also to determine eligibility for sales tax exemption of foreign missions and their personnel in the U.S., based upon reciprocal extentions of such benefits to U.S. diplomatic personnel overseas.
US Code:
22 USC 4301
Name of Law: Foreign Missions Act
The Information Collections contained under 1405-0105, Foreign Diplomatic Services Applications (FDSA), were at the last renewal entirely paper based. Since the last renewal, an electronic system ("eGov") was developed that enabled the end-user to submit the information for many of the paper based forms electronically. Program changes indicated in this collection are the result of a transition to, and expanded use of the electronic submission option (eGov). This has resulted in a change in the number of foreign mission respondents complying with this new State Department policy. As a result of reciprocity agreements, the additional changes indicated have resulted in an increase or decrease in the purchase, lease, and disposition of vehicles; a total replacement of license plates and the resulting replacement of license plate codes for security reasons; and changes to the tax reciprocity matrix requiring the tax exemption card to be changed and reissued.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
