The purpose of this program is to
provide financial incentives to biorefineries, in existence on the
date of the enactment of the 2008 Farm Bill, to replace the use of
fossil fuels used to produce heat or power at their facilities by
installing new systems that use renewable biomass, or to produce
new energy from renewable biomass.
The Secretary has
directed the Agency to establish the program through a notice,
proposed rule, and final rule. Guidelines need to be established
concerning the nature of the program and the delivery model to be
used, so that implementation policies can be developed. In order to
meet the publication of the notice for this program in FY 2009, we
are requesting an emergency clearance of the burden package.
On behalf of this Federal agency, I certify that
