Dear Mr. Neyland:
In accordance with title 5 Code of Federal Regulations (CFR) Act, Part 1320.13,
"Emergency Processing," the Department of Defense, Office of the Under Secretary of
Defense for Acquisition, Technology, and Logistics USD(AT&L) requests emergency
processing and approval of a public information collection requirement. The Paperwork
Reduction Act submission package and the Statement of Determination for emergency
processing are at Enclosure 1 and Enclosure 2 respectively.
The Department of Defense cannot reasonably comply with the normal clearance
procedures under title 5, CFR, Part 1320.13, since such procedures would delay
compliance with section 86 1(b)(4) of the National Defense Authorization Act for Fiscal
Year 2008 (Public Law 110-18 1). The use of normal procedures under title 5, CFR, Part
1320.13 is likely to delay or disrupt the collection of the information. The information
collection is essential to the mission of .the Department. We request emergency approval
by May 8,2009.
