SUBJECT: Clearance of the Fiscal Operations Report for 2008-2009 and Application to Participate 2010-2011 (FISAP), OMB #1845-0030
This memorandum is to inform you of the proposed changes to the FISAP.
Due to the Higher Education Opportunity Act (HEOA) of 2008, which amended the Higher Education Act of 1964, as amended in 1998. Changes needed to be made to the FISAP.
Changes were made to Parts III, IV and V of the FISAP. Part III added line items to report loan cancellations for various reasons as stated in the HEOA. Also, lines were added to allow for transfer of Federal Work-Study funds to the Federal Perkins Loan Program, which is now authorized through the HEOA.
Part IV was changed to allow for funds to be transferred from the Federal Supplemental Education Opportunity Grants Program to be spent in the Federal Work-Study Program.
Part V was changed to allow for funds to be transferred from the Federal Supplemental Education Opportunity Grants Program to be spend in the Federal Work-Study Program and to allow funds to be transferred from the Federal Work-Study Program to the Federal Perkins Loan Program. Lines were also added to report funds that were spent for disaster-affected students and students who participated in civic education activities.
