This information collection's
application forms are used by for-hire motor carriers of regulated
commodities, freight forwarders, property brokers, and certain
Mexican motor carriers to register their operations with the FMCSA.
It is being revised due to a final rulemaking entitled, "New
Entrant Safety Assurance," which would create a new Form OP-1(NNA)
titled "Application for U.S. Department of Transportation (USDOT)
Registration by Non-North America-Domiciled Motor
Carriers.

The program increase of an
estimated 48 annual burden hours is due a final rule that would
require 12 non-North America-domiciled motor carriers of property
and passengers to complete a new application Form OP-1(NNA). Theses
entities would use the Form OP-1 when requesting either a USDOT new
registration as a private or exempt for-hire carrier or operating
authority as a non-exempt for-hire carrier.
