Public Housing Agencies (PHA) are required to keep records for implementation of Federal regulations governing dwelling leases in public housing. The information is retained by the PHAs that manage public housing and is used for operating purposes.
The number of respondents only includes combined PHAs which administer both the public housing and the Housing Choice Voucher programs, and PHAs that administer only the public housing program. Thus, a PHA is responsible for entering into a lease agreement with each of its public housing residents; and for reviewing/updating the lease based upon an annual reexamination of income and/or other changes to the lease such as a change in family composition (e.g., an increase/decrease in household members). The lease establishes the effective date that a tenant occupies a public housing unit. Also, each respondent is responsible for the processing and handling of both informal and formal grievances. However, the filing of the grievance itself is originated by the individual tenant. Thus, the increase in burden hours takes into account the total number of public housing residents in occupancy along with the hours involved in a PHAÂs handling of public housing tenant grievances.
