The Impact Aid Discretionary Construction Grant Program supplemental funding appropriated under the American Recovery and Reinvestment Act provides grants for emergency repairs and modernization of school facilities to certain eligible local educational agencies (LEAs) that were eligible to receive formula Impact Aid funds in fiscal year 2008.
In FY 2009, Congress passed the American Recovery and Investment Act (ARRA), which authorized a supplemental appropriation for school construction. This law provided that $60 million be made available for emergency school construction and modernization projects for certain eligible local education agencies (LEAs). The Impact Aid ARRA Discretionary Construction Program provides grants to eligible Impact Aid school districts to assist in addressing their school facility emergency and modernization needs. The eligible Impact Aid school districts were eligible to receive Impact Aid funds under either Section 8002 or Section 8003 for FY 2008. In addition, these LEAs have a total assessed value of real property of less than $100 million; or, have an average assessed value of real property per pupil less than the state average assessed value of real property. The fiscal year 2009 appropriation provides $60 million for this competitive construction grant program, available for obligation through FY 2009.
