New collection (Request for a new OMB Control Number)
This collection is approved with the following terms of clearance: FRA is approved an emergency clearance for the collection to meet the American Reinvestment Recovery Act requirements. This collection will be valid for 180 days. If FRA decides to continue use of the form past the approved emergency clearance time period, they must resubmit to OMB under the normal PRA clearance process for a three year approval.

In compliance with the American Recovery and Reinvestment Act of 2009, FRA is soliciting applications from the 50 States and Amtrak for potential projects to develop high-speed rail corridors and to improve existing intercity rail service nationwide.
Emergency approval is requested for this ARRA-related collection of information so that FRA can receive high speed rail and intercity passenger rail grant applications immediately after publication of tomorrow's (June 17, 2009) Guidance in the Federal Register in order to award capital assistance and planning grant funds and fully comply with the President's program to stimulate jobs and the economy.
This is a new collection of information resulting from Title XII of the American Reinvestment and Recovery Act of 2009 (Public Law 111-5). The burden for this collection of information is completely new. Consequently, there are no program changes or adjustments at this time.
Also, the cost to respondents is completely new. Therefore, there are no changes or adjustments in costs to respondents at this time.
