Revision Memo

Certain revisions to the BIP/BTOP application form and several corresponding application attachments were necessary to provide BIP or BTOP applicants with additional clarification on requested information. These revisions do not increase the burden to applicants in any respect.

These changes involved making minor edits to the BIP/BTOP application form itself to more clearly indicate to applicants how and whether to respond to three application items/questions.

In addition, certain items/questions in the BIP/BTOP application require applicants to refer to particular attachments available in separate computer files with which to submit the data requested by the application form. The attachments themselves primarily consist of brief instructions for completing accompanying tables which are specifically formatted for the efficient collection of requested data. Revisions to several of these attachments included the rewording of attachment instructions to better explain how applicants should submit requested data. Minor typographical errors were also corrected.

Please also note that Attachment F, the Legal Opinion format, was modified to better reflect the expected loan or loan/grant security conditions detailed in the NOFA to which an applicant’s legal counsel must indicate the applicant’s ability to enter into legal agreements with the United States of America.
