President Obama is committed to
expanding broadband technology across the country. To that end, the
Administration is working with Congress, the Federal Communications
Commission, and other parties to develop and advance economic and
regulatory policies that foster broadband (high-speed Internet)
deployment.
The inclusion of the
five broadband questions to the Current Population Survey will
allow NTIA to collect reliable data on broadband (also known as
high-speed Internet) use by U.S. households. The need for
comprehensive broadband data has become more pressing in recent
months and has necessitated this request for expedited review. The
Government Accountability Office and NTIA recently issued reports
noting the lack of useful broadband data for policymakers, and
Congress passed legislation the Broadband Data Improvement Act in
2008 and the American Recovery and Reinvestment Act in 2009
wholly or partly in response to such criticisms.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
