Several program changes are due
to our efforts to improve the precision of our submission. The
following information collection requirements were erroneously
omitted from the previous submission, but are included here:
Notice of State Demand Against Financial Guarantee (43 CFR
3809.573); Request for BLM Acceptance of Replacement Financial
Instrument (43 CFR 3809.581); Request for Reduction in Financial
Guarantee and / or BLM Approval of Adequacy of Reclamation (43 CFR
3809.590); Response to Notice of Forfeiture of Financial
Guarantee (43 CFR 3809.596); Appeal to the State Director (43 CFR
3809.800); and Federal / State Agreements (43 CFR 3809.200). The
previously approved number of responses was 1,369. In this
submission, we are requesting approval for 1,495 responses. The net
increase of 126 responses is due to adjustments in our burden
estimates, and due to the program changes discussed above. The
total estimated hour burden for this submission is 183,808 hours,
compared to 166,661 hours for the previous submission. The net
increase of 17,147 hours is due to adjustments in our burden
estimates and due to the program changes described above. The total
estimated non-hour cost burden for this submission is $4,780,
compared to $5,600 for the previous submission. The net decrease of
$820 is due to an adjustment in the estimated costs of notarizing
Forms 3809-2 and Form 3809-4a. This adjustment is due to a net
decrease (41) in the number of responses, multiplied by an
estimated cost of $20 per notarization.
