Coal Mine operators are required to
collect and submit respirable dust samples to MSHA for analysis.
Pertinent information associated with identifying and analyzing
these samples is submitted on the dust data cards that accompany
the samples.
While the overall number of
responses remains fairly steady, MSHA is projecting a decrease in
the number of unique respondents due to the reduction in the less
productive and marginal mining operations as coal prices and
exports continue to decline. A slight increase in burden hours is
due to the projected increase in the number certifications for dust
sampling to more accurately reflect the number of individuals that
were actually certified in the recent past. The increase in
projected costs is due to the cost of sampling equipment, and
related operational, maintenance and contract services cost
increasing substantially since the last submission.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
