Persons-in-charge of transfers.

What is this collection about?

A Declaration of Inspection (DOI) documents the transfer of oil and hazardous materials, to help prevent spills and damage to a facility or vessel. Persons-in-charge of the transfer operations must review and certify compliance with procedures specified by the terms of the DOI.

Title 33 CFR Part 156 and 46 CFR Part 35 are available at—http://ecfr.gpoaccess.gov, select the appropriate TITLE, and follow to the respective part.

When must information be submitted to the Coast Guard?

A DOI is filled out prior to a transfer. The vessel and facility persons in charge shall each have a signed copy of the DOI available for inspection by the Coast Guard (CG) during the transfer operation. The information is not submitted to the CG.

How is the information submitted?

The information is not submitted, it is maintained by vessel and facility personnel.

What happens when complete information is received?

The DOI will be verified during normal Coast Guard inspections. No specific documentation will be issued by the Coast Guard.
