A Declaration of Inspection (DOI) is
used as an instrument to document the transfer of oil and hazardous
materials, to help prevent spills and damage to a facility or
vessel. Persons-in-charge of the transfer operations must review
and certify compliance with procedures specified by the terms of
the DOI. The statutory authority is 46 U.S.C. 3703 and
70011.

The change in burden hours is
an ADJUSTMENT due to a change (i.e., increase) in the estimated
annual number of respondents. There is no proposed change to the
recordkeeping requirements of this collection. The recordkeeping
requirements, and the methodology for calculating burden, remain
unchanged.
