Prior to
resubmission requesting an extension TSA will also explore ways to
revise the instructions in an effort to streamline the
instructions. Also prior to a submission requesting an extension of
this information collection, the agency must submit to OMB a
summary of all comments received on the information collection and
any changes made in response to these comments.

TSA created a mandatory security
program for all-cargo aircraft operations and amending existing
security regulations and programs for aircraft operators, foreign
air carriers, airport operators, and indirect air carriers (IACs).
TSA also conducts security threat assessments on individiuals,
including IAC employees who have unescorted access to
cargo.
The burden has increased
because the original Congressional mandate called for 50% screening
by February 2009, and TSA is well on its way to achieveing the
mandate for 100% screeing for all air cargo by August 2010.
