AOA Non-Material Change Justification Statement

The American Recovery and Reinvestment Act provided $65 million for Congregate Nutrition Services and $32 million for Home-Delivered Nutrition Services. Established in 1972 under the Older Americans Act (OAA), these programs provide meals to older Americans in their homes and at congregate facilities such as senior centers, adult day centers, and faith-based settings. AoA distributed Recovery Act Nutrition Services funding to 56 States and Territories in accordance with the statutory formulas established under the OAA.


AoA’s OMB-approved implementation plans for these Recovery Act programs include six existing OAA performance measures. These include the number of congregate and home-delivered meals served, the unduplicated count of people who received each of these types of meals, and the amount of funds expended.


In 2007, AoA received PRA approval (0985-0008) to collect these and several other OAA programmatic performance measures from 56 states and territories on a yearly basis. AoA estimated that the yearly reporting burden would be 2,600 hours.


AoA proposes amending this existing PRA request to collect the six meals-related measures on a quarterly basis in order to track performance related to the Recovery Act. This would be a temporary add-on to the existing request that would continue to allow for yearly reporting of OAA meals and other programmatic performance measures. AoA estimates the yearly reporting burden for the meals-related Recovery Act performance measures as follows: 228 hours.
