Technical Amendments for SYs 2008-09 and 2009-10 to align with CSPR

This document lists the technical amendments and corrections requested for the approved EDFacts Data Set for SY 2008-09 and SY 2009-10. This request is to align the EDFacts Data Set with the Consolidated State Performance Report (CSPR) which will allow for the continued transformation of the CSPR into EDFacts for numeric data.
The current EDFacts data set is approved for three school years: 2007-08, 2008-09, and 2009-10. The SY 2007-08 data is currently being collected.
The Consolidated State Performance Report (CSPR) is approved for three schools years: 2006-07, 2007-08, and 2008-2009. The CSPR for SY 2006-07 has already been collected. The CSPR for SY 2007-08 is in the paperwork clearance process to add some questions. Those modifications will also be made to the CSPR for SY 2008-09.
As stated above, the purpose of this document is to align the EDFacts Data Set with the additions to the CSPR so that those questions can be populated by EDFacts for SY 2008-09.
The EDFacts data set is composed of data groups and categories. The structure of the EDFacts data set is explained in Attachment B-1. So that the data groups and categories can be identified as such, the names of data groups and categories are in italic in this document. Where appropriate, references are made to the relevant pages of Attachment B “EDFacts Data Set” from the approved collection package.
To align with the CSPR, two data groups need to be added to the EDFacts Data Set:
School improvement funds status
School improvement funds allocation
The addition of these two data groups will allow the continued transformation of the legacy CSPR into EDFacts.
A question has been added to CSPR section 1.4.8.5.2 for SY 2007-08 which collects the number of schools receiving school improvement funds. The question will also be in the SY 2008-09 and future CSPRs. In order to continue the transformation of the CSPR into EDFacts for numeric data, the collection of data for this question needs to be added to the EDFacts data set.
The data group below will collect which schools received School Improvement Funds. That data will be aggregated to respond to the CSPR for SY 2008-09.

A question has been added to CSPR section 1.4.8.5.2 for SY 2007-08 which collects the funding for school improvement funds. The question will also be in the SY 2008-09 and future CSPRs. In order to continue the transformation of the CSPR into EDFacts for numeric data, the collection of data for this question needs to be added to the EDFacts data set.
The data group below will collect the funding for school improvement funds. That data will be aggregated to respond to the CSPR for SY 2008-09.

During the 2008 spring conference for the SEA EDFacts coordinators, we presented a draft of the Consolidated State Performance Report (CSPR) for SY 2007-08. Representatives from all but two states were present. We also discuss the continued transformation of the CSPR into EDFacts. The SEA representatives asked about how the data group School Improvement Funds Status would be collected in EDFacts.
The representative questioned whether the data group School Improvement Funds Status is needed. The data group collects whether a school received school improvement funds and under which program the funds were received. The representative suggested that this data is derivable in the data group School Improvement Funds Allocation. Specifically, if a school is reported as receiving these funds for a particular improvement program, then the school’s status for that improvement program is known to be participating.
While we agree that the data for the data group School Improvement Funds Status can be derived from the data group School Improvement Funds Allocation, we maintain that collecting both pieces of data allows for edits checks for consistency. If the data prove to be consistent for two school years, we could discontinue the collection of the data group School Improvement Funds Status.
