Form ETA-671 (section II) from the National Office of Apprenticeship was modified slightly for use with a set of standards developed specifically for YouthBuild (YB) programs.  The proposed changes are highlighted and will serve to register participants in the YB Trainee Apprenticeship Preparation (TAP) Registration program.   This specialized version of Form ETA-671 (section II) is now ETA 671A (section II).

ETA developed the YouthBuild Trainee Apprenticeship Preparation (YB-TAP) program in collaboration with its National Apprenticeship Office.  The YB-TAP is a set of national standards developed in accordance with the basic standards recommended by the Office of Apprenticeship, as a basis from which YouthBuild can work to establish an apprenticeship trainee program that meets the particular needs of their area. YB-TAP has as their objective the preparation of Construction trainees skilled in the rehabilitation and rebuilding of commercial and low-income housing. These standards, are designed specifically for YouthBuild to support the transition of our young people into apprenticeship opportunities and will create consistency in the construction skills training offered by YouthBuild programs across the country and build portable credentials for our youth.  This is an optional program for YouthBuild programs.

This form will register participants in OA’s system from those YouthBuild programs who elect to use these standards. 

Report Burden, ETA 671A (section II): ETA 671A (section II), a slight variation of ETA-671 (section II), is being used by a grant program, YouthBuild, affiliated with the Apprenticeship program.

It is estimated to take .166 hours to complete ETA 671A (section II). An estimated 1500 trainees will fill our ETA-671A on a one-time basis (annualized).

For both programs, ETA 671 (section II) and ETA 671A (section II), the estimate time to complete the form is .166 hours. It is estimated that a total of 1500 participants in YouthBuild grantee programs will use the ETA-671A (section II) apprenticeship form. Therefore the 1500 participants in the YouthBuild program, filling out the ETA 671A registration form at .166 hours per form, amounts to a total of 249 burden hours annually.
