Title 29 CFR 29 sets forth labor standards to safeguard the welfare of apprentices and to extend the application of such standards by prescribing policies and procedures concerning registration of apprenticeship. This information collection, ETA 671, has two sections: the first records the sponsor's information and the second is for the apprentice's information, filled out by the sponsor based on employment records. The submission is reviewed and signed by the state agency/ Office of Apprenticeship. The information is collected on a one-time basis.
US Code:
29 USC 50
Name of Law: The National Apprenticeship Act
The Departmentâs justification for this ICR center on the need to revise the previously approved information collection (OMB Control No. 1205-0223) to reflect updates to part 30 regulations affecting the registration and operation of Registered Apprenticeship programs. These regulatory changes require modifications to the associated forms in the ICR package. Specifically, the revision is necessary to implement the Departmentâs final rule that updates part 30 and to ensure OAâs forms correspond with those regulatory changes. The changes include discontinuing specific forms, such as ETA Form 671, Section IIA â Voluntary Disability Disclosure and ETA Form 9039 (Complaint Form â Equal Employment Opportunity in Apprenticeship Programs), to align with the elimination of related regulatory requirements. ETA Form 671 Section II and ETA Form 9186 are revised to conform with updated standards and reporting requirements. Additionally, the revisions remove outdated questions and sections, update language for clarity and compliance, and ensure recordkeeping costs and burden estimates reflect the most recent apprenticeship data and regulatory assumptions. These adjustments collectively ensure that the information collected is relevant, accurate, and compliant with the Departmentâs final rule, thereby supporting effective oversight and operation of Registered Apprenticeship programs.
