The program changes with respect to the increase in numbers and time burden are the result of expanding CFTC's Regulatory Authority over exempt commercial markets (ECMs) that had heretofore operated largely outside the Commission's regulatory reach by creating a new regulatory category. (17 CFR Part 21).
