Detailed Demographic Description of the Experimental and Control Sites
New York and Connecticut applied for a grant from NHTSA to participate in a Distracted Driving Demonstration Project. At that time, they were 2 of 5 States eligible to apply for the grant because they have primary laws banning drivers from using a hand held cell phone. NHTSA requested the grantee propose a program site at a mid-sized city with a population between 100,000 and 250,00 and a control city of similar size located in a different media market.
New York proposed Syracuse as the program site and Albany as the control. Connecticut proposed the contiguous cities of Hartford, East Hartford and West Hartford as the program site and Stamford as the control site. Both the control and program sites in each state are somewhat similar size and located in separate media markets. Details of each site are listed below:
SYRACUSE: New York’s Program Site
As of the census of 2000, there were 147,306 people, 59,482 households, and 30,335 families residing in Syracuse. The population density was 5,871.0 people per square mile (2,266.8/km²). There were 68,192 housing units at an average density of 2,717.8/sq mi (1,049.4/km²). The racial makeup of the city was 64.26% White, 25.35% African American, 1.13% Native American, 3.37% Asian, 0.05% Pacific Islander, 2.23% from other races, and 3.61% from two or more races. Hispanic or Latino of any race made up 5.27% of the population. The largest ancestries include Irish (15.9%), Italian (14.1%), German (12.2%), English (7.6%), and Polish (5.0%).
There were 59,482 households out of which 30.46% had children under the age of 18 living with them, 12.65% were married couples living together, 14.84% had a female householder with no husband present, and 48.58% were non-families. 38.2% of all households were made up of individuals and 11.9% had someone living alone who was 65 years of age or older. The average household size was 2.29 and the average family size was 3.11.
ALBANY: New York’s Control Site
As of the census of 2000, there were 95,658 people, 40,709 households, and 18,400 families residing in the city. The population density was 4,474.6/sq mi (1,727.5/km²). There were 45,288 housing units at an average density of 2,118.4/sq mi (817.9/km²). The racial makeup of the city was 58.12% White, 32.14% Black or African American, 0.31% Native American, 3.26% Asian, 0.04% Pacific Islander, 2.15% from other races, and 2.98% from two or more races. 5.59% of the population were Hispanic or Latino of any race. Ancestries include: Irish (18.1%), Italian (12.4%), German (10.4%), English (5.2%), and Polish (4.3%).
There were 40,709 households out of which 22.0% had children under the age of 18 living with them, 25.3% were married couples living together, 16.1% had a female householder with no husband present, and 54.8% were non-families. 41.9% of all households were made up of individuals and 11.5% had someone living alone who was 65 years of age or older. The average household size was 2.11 and the average family size was 2.95. The median home value in Albany, NY, is $175,800. Home appreciation is 12.70% over the last year. The median age of Albany, NY, real estate is 63 years. In the city the population was spread out with 20.0% under the age of 18, 19.3% from 18 to 24, 29.2% from 25 to 44, 18.1% from 45 to 64, and 13.4% who were 65 years of age or older. The median age was 31 years. For every 100 females there were 90.6 males. For every 100 females age 18 and over, there were 86.5 males.
The median income for a household in the city was $33,375, and the median income for a family was $39,932. Males had a median income of $31,535 versus $27,112 for females. The per capita income for the city was $20,340. About 16.0% of families and 21.7% of the population were below the poverty line, including 28.8% of those under age 18 and 12.5% of those age 65 or over.
HARTFORD: Connecticut’s Program Site
As of the census of 2000, there were 121,578 people, 44,986 households, and 27,171 families residing in the city. The population density was 7,025.5 people per square mile (2,711.8/km²). There were 50,644 housing units at an average density of 2,926.5/sq mi (1,129.6/km²). The racial makeup of the city was 27.72% White, 38.05% Black or African American, 0.54% Native American, 1.62% Asian, 0.11% Pacific Islander, 26.51% from other races, and 5.44% from two or more races. 40.52% of the population were Hispanic or Latino, chiefly of Puerto Rican origin. 17.83% of the population classified itself as non-Hispanic White.
There were 44,986 households out of which 34.4% had children under the age of 18 living with them, 25.2% were married couples living together, 29.6% had a female householder with no husband present, and 39.6% were non-families. 33.2% of all households were made up of individuals and 9.6% had someone living alone who was 65 years of age or older. The average household size was 2.58 and the average family size was 3.33.
In the city, the population distribution skews young: 30.1% under the age of 18, 12.6% from 18 to 24, 29.8% from 25 to 44, 18.0% from 45 to 64, and 9.5% who were 65 years of age or older. The median age was 30 years. For every 100 females, there were 91.4 males. For every 100 females age 18 and over, there were 86.0 males.
With thirty per cent of the population living below the poverty line, Hartford's rate of poverty is second in the United States only to Brownsville, Texas. About 28.2% of families were below the poverty line, including 41.0% of those under age 18 and 23.2% of those age 65 or over.
The median income for a household in the city was $24,820, and the median income for a family was $27,051. Males had a median income of $28,444 versus $26,131 for females. The per capita income for the city was $13,428. After World War II, and continuing through the latter half of the 20th century, many Puerto Ricans moved to the city. As of 2000, 32.56% of Hartford residents claimed Puerto Rican heritage. This was the second largest concentration of Puerto Ricans on the US mainland, behind only Holyoke, Massachusetts.
EAST HARTFORD: Connecticut’s Program Site
As of the census of 2000, there were 49,575 people, 20,206 households, and 12,830 families residing in the town. The population density was 2,750.5 people per square mile (1,062.2/km²). There were 21,273 housing units at an average density of 1,180.2/sq mi (455.8/km²). The racial makeup of the town was 64.69% White, 18.83% Black or African American, 0.34% Native American, 4.01% Asian, 0.04% Pacific Islander, 8.74% from other races, and 3.35% from two or more races. Hispanic or Latino of any race were 15.23% of the population.
There were 20,206 households out of which 29.2% had children under the age of 18 living with them, 41.5% were married couples living together, 17.4% had a female householder with no husband present, and 36.5% were non-families. 30.2% of all households were made up of individuals and 11.3% had someone living alone who was 65 years of age or older. The average household size was 2.42 and the average family size was 3.01.
In the town the population was spread out with 24.1% under the age of 18, 7.8% from 18 to 24, 30.2% from 25 to 44, 22.3% from 45 to 64, and 15.6% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 91.4 males. For every 100 females age 18 and over, there were 87.8 males.
The median income for a household in the town was $41,424, and the median income for a family was $50,540. Males had a median income of $36,823 versus $29,860 for females. The per capita income for the town was $21,763. About 8.1% of families and 10.3% of the population were below the poverty line, including 15.5% of those under age 18 and 7.3% of those age 65 or over
WEST HARTFORD: Connecticut’s Program Site
As of the census of 2000, there were 63,589 people, 24,576 households, and 15,925 families residing in the town. The population density was 2,892.6 people per square mile (1,117.0/km²). There were 25,332 housing units at an average density of 1,152.3/square mile (445.0/km²). The racial makeup of the town was 85.96% White, 4.78% African American, 0.12% Native American, 4.80% Asian, 0.07% Pacific Islander, 2.61% from other races, and 1.66% from two or more races. Hispanic or Latino of any race were 6.27% of the population.
There were 24,576 households out of which 29.8% had children under the age of 18 living with them, 52.9% were married couples living together, 9.3% had a female householder with no husband present, and 35.2% were non-families. 29.6% of all households were made up of individuals and 14.4% had someone living alone who was 65 years of age or older. The average household size was 2.39 and the average family size was 3.00.
In the town the population was spread out with 22.1% under the age of 18, 9.8% from 18 to 24, 25.7% from 25 to 44, 22.9% from 45 to 64, and 19.5% who were 65 years of age or older. The median age was 40 years. For every 100 females there were 85.2 males. For every 100 females age 18 and over, there were 80.6 males.
The median income for a household in the town was $61,665, and the median income for a family was $77,865 (these figures had risen to $79,443 and $97,873 respectively as of a 2007 estimate). Males had a median income of $52,450 versus $39,051 for females. The per capita income for the town was $33,468. About 2.9% of families and 4.5% of the population were below the poverty line, including 4.4% of those under the age of 18 and 5.1% ages 65 or older.
STAMFORD: Connecticut’s Control Site
The 2007 Census Population estimate for Stamford is 118,475. A 2005 Census survey estimated 49,911 housing units to be in existence. The average median age of 39.3 is slightly higher than the US average median age of 36.4. Stamford's population characteristics are as follows (Source: 2006 Census American Community Survey):

The population density is 3,101.9 people per square mile (1,197.5/km²). There are 47,317 housing units at an average density of 1,253.6/sq mi (484.0/km²). The racial makeup of the city was 69.79% White., 15.39% Black or African American, 0.21% Native American, 5.00% Asian, 0.04% Pacific Islander, 6.50% from other races, and 3.07% from two or more races. Hispanic or Latino of any race were 16.77% of the population.
There are 45,399 households out of which 28.7% had children under the age of 18 living with them, 48.5% were married couples living together, 11.5% had a female householder with no husband present, and 36.2% were non-families. 28.7% of all households were made up of individuals and 9.8% had someone living alone who was 65 years of age or older. The average household size was 2.54 and the average family size was 3.13.
The proportion of the population under the age of 18 was 22.1%, from 18 to 24 was 7.4%, from 25 to 44 was 35.0%, from 45 to 64 was 21.7%, and 65 years of age or older were 13.8%. The median age was 36 years. For every 100 females there were 93.7 males. For every 100 females age 18 and over, there were 90.9 males.
According to a 2007 estimate, the median income for a household in the city was $72,315, and the median income for a family was $88,205. Males had a median income of $48,386 versus $36,958 for females. The per capita income for the city was $34,987. About 5.4% of families and 7.9% of the population were below the poverty line, including 8.7% of those under age 18 and 9.7% of those age 65 or over.
Italians form the largest ethnic group in Stamford. Irish, Polish, Jewish, Puerto Rican, African-American, and Caribbean people also make up a significant portion of the population.
