Section 1512 of the American Recovery and Reinvestment Act of 2009 requires recipients of Federal financial assistance - grants, cooperative agreements, contracts and loans - to report on the use of funds. These recipient reports are to be submitted via FederalReporting.gov.
This collection received emergency approval on September 10, 2009, to expire on March 31, 2010. On December 18, 2009, OMB issued new guidance that modified the formula for one of the data elements collected in the approved ICR. Because the next reporting period under the Recovery Act begins on January 1, 2010, emergency approval of this ICR is requested.
The initial estimates were based upon an OMB data call of the agencies receiving Recovery Act funds, who provided their own estimates. The estimated number of respondents is now based upon the number of respondents during the initial reporting period under the Recovery Act, extrapolated over all Recovery Act funds to be awarded. Further, the burden hours estimate has been modified based upon comments received during the 60-day notice of the earlier emergency-approved ICR.
