Prior to the
commencement of the Annual Survey of Public Employment &
Payroll forms distribution, the Census Bureau shall provide on its
Internet site prominent links to a set of finalized survey forms,
including instructions and cover letters, comparable to those
provided for the 2007 Economic Census report forms. The final forms
and letters shall reflect any changes in the survey year, OMB
number expiration date, and Census leadership from those submitted
for review.

This program provides government
employment and wage data for state and local governments. The data
are used to monitor the government sector of the economy and to
formulate, develop, and review public policy. Federal agencies,
state and local governments and the private sector use these data.
The respondents to this survey are state and local
governments.
The 2009 survey sample was
redesigned to reduce the burden on small special districts and
townships. The Annual Survey of Public Employment & Payroll is
on a five-year cycle. During four out of the five fiscal years the
burden is low, but in the fifth year the burden goes up due to the
Census. The next Census will be conducted in 2012.
On behalf of this Federal agency, I certify that
