The American Recovery and Reinvestment
Act of 2009 authorizes the Federal Communications Commission to
create the National Broadband Plan that shall seek to ensure that
all people of the United States have access to broadband capability
and shall establish benchmarks for meeting that goal. Consistent
with this effort, and pursuant to the requirements of the Broadband
Data Improvement Act of 2008, the Commission's Office of Strategic
Planning seeks emergency OMB approval to conduct surveys of
business consumers of broadband Internet to determine the state of
broadband Internet access, use, service speed and price in order to
make recommendations as part of the National Broadband Plan which
is due to Congress by February 17, 2010.
