The Census Bureau is requiring an
independent evaluation of the 2010 Census Integrated Communication
Campaign (2010 Census ICC) to determine if the goals of the 2010
Census ICC achieved it's goals, for assessing the success of 2010
Census and for planning of the 2020 Census. This evaluation will
allow stakeholders and concerned parties, to determine if the
reduced Nonresponse Followup burden due to the 2010 Census ICC
justifies the significant investment in the program. The survey
involves the general public based on probability methods that
combine cross-sectional, time-series samples with longitudinal
samples to maximize the statistical power of cross-sectional
estimates and change over time.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
