This standard applies to each rotogravure printing line used to print or coat flexible vinyl or urethane products, for which construction, modification or reconstruction commenced after January 18, 1983. Volatile organic organic compounds are the pollutants regulated under this subpart. The standards restrict the use of inks to those with a weighted average of less than 1.0 kilograms VOC per kilogram of ink solids, unless the source can otherwise reduce emissions by 85 percent.
