Hi Matthew,
Sorry for the out-of-the-blue email, but I'm working on a post for SolveClimate (www.solveclimate.com)
about how various cleantech sectors have been affected by Recovery Act funds, and how much of the
$36.7 billion earmarked for DOE grants has been awarded and/or received by grantees. In the course of
my research I came across the listing in the Federal Register about the extending the emergency
Information Collection Request Title: OE Recovery Act Financial Assistance Grants, OMB Control No.
1910–5149 that DOE is developing for submission to OMB pursuant to the Paperwork Reduction Act of
1995. I'm wondering if you could tell me whether information collection protocols have slowed down the
award or delivery of grants at all?

Ms. Westervelt--Matt Grosso forwarded your inquiry to me for response.
On background, the Federal Register Notice for the Department of Energy’s Office of Electricity Delivery
and Energy Reliability’s (OE) request for extension of its emergency information collection request
provides transparency for both OE and the Smart Grid Investment Grant and Smart Grid Demonstration
Project recipients. This monthly reporting enables the DOE to monitor each recipient’s work and track
their progress in achieving their project milestones while ensuring cost compliance with Recovery Act
guidelines. Also, monthly reporting provides the DOE and recipients data to facilitate any needed
changes since funding for the projects has a relatively short time span of 36 months. The monthly
reporting did not impede the negotiations for Smart Grid Investment Grants or the Smart Grid
Demonstration Projects.
