Owners/operators of pressure sensitive tape and label surface coating operations must notify EPA of construction, modification, start-ups, shutdowns, malfunctions, and dates and results of performance tests. Owners/operators shall submit quarterly reports of exceedences of VOC emission limits and semiannual reports. Records shall be kept of coatings used and solvents re-captured or destroyed.
