Abstract: The 3420-0020 is completed by on-lending facilities for each downstream project. It allow OPIC to better assess the expected effects the proposed downstream projects have on the U.S. economy employment, environment and developments abroad.

Emergency Justfication: OPIC's Expedited Screening Questionnaire 3420-0020 (ESQ) is directly related to OPIC's Finance Application Form 3420-0015; because the two forms are closely related, OPIC is requesting a six month extension to revise both forms simultaneously. OPIC believes this will increase efficiency and help to lessen the burden on clients by avoiding duplication and redundancy.
