The agency shall examine public comment in response to the NPRM and will describe in the preamble of the final rule how the agency has maximized the practical utility of the collection and minimized the burden. The next submission to OMB must include the draft final rule.

The regulations expand the requirement that foreign graduate medical schools identify all clinical locations utilized by its students, with explicit exceptions. The regulations also add that a foreign graduate medical school must notify the Department within 10 days that it adds a location that provides a portion of its clinical training unless the program is accredited by the Liaison Committee on Medical Education (LCME) or meets an additional explicit exception.
