Each year Congress appropriates funds to approximately 3,200 Public Housing Authorities (PHAs) for modernization, development, financing, and management improvements. Beginning in FY 2010, Congress set aside up to $40 million of the Capital Fund for Education and Training Community Facilities (CFCF) and PHAs can submit applications for funding using the forms in this collection.
The Consolidated Appropriations Act of 2010 (HR 3288) established up to $40 million for the construction, rehabilitation, or purchase of facilities to be used to provide early/adult education and job training for public housing residents. Congress required HUD to develop a competitive application under the FY 2010 discretionary awards process. The Capital Fund Education and Training Facilities (CFCF) Notice of Funding Availability (NOFA) is now outlined within HUD’s FY 2010 General Section on grants.gov with a public release date of July/August 2010. The CFCF NOFA is scheduled for OMB review of economic impacts the first week of July. The use of the normal clearance procedures is likely to prevent or disrupt the collection of information and is reasonably likely to cause the agency to miss a statutory deadline.
