Farm Service Agency (FSA) will provide grants to agricultural cooperatives and agricultural chemical retailers to add calcium nitrate to anhydrous ammonia fertilizer cargo tanks, commonly known as “nurse tanks.” The addition of calcium nitrate greatly reduces the amount of methamphetamine (meth) that can be produced from any ammonia removed from the nurse tank.
ANTAP funding needs to be obligated by September 30, 2010, for up to five eligible entities based on approved work plans, standard forms, and grant agreements. This grant program is authorized by Section 14203 of the Food, Conservation, and Energy Act of 2008 (P.L. 110-246,the 2008 Farm Bill). Section 735 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act (P.L. 111-80) also provides $1 million for the purpose of adding to anhydrous ammonia fertilizer nurse tanks a substance that would reduce the amount of methamphetamine (meth) that could be illegally produced from the ammonia to discourage thefts.
