Abstract: Respondents are owners or operators of portland cement manufacturing plants, except for kilns and in-line kiln/raw mills that burn hazardous waste and are subject to 40 CFR part 63, subpart EEE. The proposed amendments would establish or revise emission limits for total hydrocarbons (THC), mercury (Hg), and particulate matter (PM) for major and area sources and hydrogen chloride (HCl) for area sources. To demonstrate compliance with these emission limits, owners or operators of new, existing or reconstructed kilns subject to the standard would be required to continuously monitor THC, Hg, PM and HCl. The exception is that kilns equipped with scrubbers can perform an initial Method 321 emission test and additional tests every 30 months and monitor scrubber parameters continuously. Respondents would be required to maintain additional records to demonstrate compliance with THC, Hg, HCl, and PM limits and notify EPA of performance tests.
