DOE intends to collect utility billing
data from structures retrofitted through Recovery Act funds under
the WAP, SEP, and EECBG programs. In conjunction with
recipient-reported information, utility billing data will allow DOE
effectively manage the implementation of Recovery Act funds. As
such, DOE requests emergency authorization to collect utility
billing disclosure waivers from retrofit recipients
The Department of Energy
(DOE) requires collection of information for the Weatherization
Assistance Program (WAP), the State Energy Program (SEP) and the
Energy Efficiency and Conservation Block Grant (EECBG) program in
fulfillment of the terms & conditions of its grant agreements.
For SEP and EECBG, this information collection includes an estimate
of annual energy savings accruing from the implementation projects
funded through the Recovery Act. The report of this information for
SEP and EECBG relies primarily ondeemed savings generated from
engineering estimates which approximate the impact of an energy
conservation measure (ECM) to a facility. The quality of these
estimates can vary significantly as different methodologies make
different assumptions about the factors surrounding the
implementation and usage of the ECM. Furthermore, such estimates
cannot track what energy savings are actually realized by
implementation of the ECM. As WAP does not require report of energy
savings, even these rough estimates of energy savings are
unavailable. Collection and analysis of utililty billing data
regarding the amount and cost of electricity and natural gas
consumption for facilities implementing ECMs through WAP, SEP and
EECBG funding is the first step towards quantifying the actual
impact of the investment in energy efficiency represented by
Recovery Act funds. This information will allow DOE to effectively
mange this program, using information regarding relative energy
savings accruing from project implementation to inform the best
policies and procedures to adopt. DOE must move quickly to obtain
and analyze utility billing data to make this effort relevant to
improving the implementation of the Recovery Act. As such, DOE
requires an emergency request to collect utility billing data for
WAP, SEP and EECBG activities on an expedited basis. For the same
rationale, DOE also requests a waiver of the requirement to post
notice of this collection in the Federal Register. The subsequent
normal ICR for utility billing data will post both 60 and 30-day
Federal Register notices.
