DOE intends to collect utility billing
data from structures retrofitted through Recovery Act funds under
the WAP, SEP, and EECBG programs. In conjunction with
recipient-reported information, utility billing data will allow DOE
effectively manage the implementation of Recovery Act funds. As
such, DOE requests emergency authorization to collect utility
billing disclosure waivers from retrofit recipients

The current authority is
retrospective whereas the new ICR will be forward-looking only.
Additionally, the current authority covers grants issued under the
American Recovery and Reinvestment Act whereas the new ICR will
