The National Marine Fisheries Service (NMFS) proposes to implement Amendment 20 to the Pacific Coast Groundfish Fishery which would establish a trawl rationalization program that consists of: 1) an individual fishing quota (IFQ) program for the shorebased trawl fleet (including whiting and non-whiting); 2) cooperative (coop) based program for the mothership catcher vessel and catcher processor fleets. The trawl rationalization program is intended to increase net economic benefits, create individual economic stability, provide full utilization of the trawl sector allocation, consider environmental impacts, and achieve individual accountability of catch and bycatch. The rule RIN 0648-AY68 would establish procedures for initial issuance of permits, endorsements, and quota shares under the IFQ and Coop programs.
