The National Marine Fisheries Service (NMFS) implemented Amendment 20 to the Pacific Coast Groundfish Fishery which established the trawl rationalization program which consists of: 1) an individual fishing quota (IFQ) program for the shorebased trawl fleet (including both whiting and non-whiting species); and 2) cooperative (coop) based program for the mothership catcher vessel and catcher processor fleets. The trawl rationalization program is intended to increase net economic benefits, create individual economic stability, provide full utilization of the trawl sector allocation, consider environmental impacts, and achieve individual accountability of catch and bycatch. The Shorebased IFQ program specifically prohibits at-sea processing of groundfish but the prohibition was not intended to negatively impact those who had processed groundfish at sea prior to the trawl rationalization program. This revision to collection would allow individuals who processed at sea prior to the Shorebased IFQ program to make an application for an exemption from at sea processing prohibition. NOTE: resubmission with final rule, with change of one deadline in supporting statetment and form.

Program Change: The proposed action will require a new information collection from the owner of a vessel to provide evidence of meeting the qualifying criteria to receive the exemption. The increase in reporting/recordkeeping costs and increase in time burden are due to the efforts required to complete and submit the application. One response, 2 hours and $11 are added to the previous totals.
