This information collection comprises the questions members answer to request a transfer of their education award or revoke a transfer, and recipients answer to accept or decline the transfer or rescind their acceptance. The information collected identifies those qualified to transfer their award, the transfer award amount, and those qualified to receive the award transfer, as well as establish a trust account for the transfer recipient.
As you know, The Corporation for National and Community Service (the “Corporation”) has amended several provisions relating to the operation of the National Service Trust through the final rule published on August 20, 2010, which implement provisions of the Serve America Act (42 USC 12501). One of these provisions authorizes AmeriCorps members to transfer all or a part of an education award, and limits who can transfer an award and who can receive the transferred award. In an effort to be compliant with the newly enacted provisions, we are therefore submitting the enclosed request under 5 CFR 1320.13 to OMB for emergency processing and approval of information collection activities. Public harm is reasonably likely to occur if normal clearance procedures are followed. It is essential to the mission of the Corporation that AmeriCorps members may avail themselves of the ability to transfer all or a portion of their education awards to qualified individuals at the earliest possible moment, as we are mandated to do. Adding an extra four months to go through the regular OMB approval process will cause undue hardship and public harm as qualified AmeriCorps members will not be able to manage the use of their award in a timely manner. In sum, we are requesting emergency approval by November 18, 2010 for a period of six months.
