Abstract: To document and understand the range of efforts states are employing to enhance the SNAP certification process and to modernize SNAP administration, FNS will study the relationship between modernization activities and relevant Porgram outcomes - efficacy, access, and integrity in up to six states that are well advanced in their modernization activites. The study will employ primary data but will also rely on extant data to describe SNAP performance before, during and after the states' modernization initiatives.

Short Statement: This is a revision of a currently approved collection. The current collection includes 1,007 participants and in this phase we are requesting 1,353 participants and the number of responses decreased from 1,812 to 1,365 thus causing the burden hours to decrease from 1,870 to 1,802 resulting in a program change. The reason for this program change is that this phase of the study contains substantive revisions which will build on the current data collection for "Enhancing Food Stamp Certification: Food Stamp Modernization Efforts. In addition to changes in the instruments (adding and deleting question which decreased the burden per respondent).
