Justification for Non-Substantive Program Change

This request is to increase the burden hours for OMB# 0970-0355, Pretesting of evaluation studies, from 1000 hours to 2000 hours. Given the usefulness of this tool and increased number of new projects funded for FY2011, demand for use is expected to increase substantially.

As with the original intent of this clearance, OPRE will use the additional burden hours to inform the development of OPRE research, to maintain a research agenda that is rigorous and relevant, and to ensure that research products are as current as possible. OPRE will engage in a variety of pretesting activities for the purpose of improving data collection instruments and procedures ACF will provide OMB with a copy of questionnaires and debriefing materials in advance of any testing activity. When split sample experiments are conducted, either in small group sessions or as part of a field test, all the questionnaires to be used will be provided.
