Eligible Telecommunications carriers are permitted to receive universal service support reimbursement for offering certain services to qualifying low-income customers. The telecommunications carriers must file FCC Form 497 to solicit reimbursement. Collection of this data is necessary for the administrator to accurately provide settlements for the low-income programs according to Commission rules. The Commission has issued a Report and Order and Further Notice of Proposed Rulemaking (FCC 04-87) that modifies the Commission's rules to improve the effectiveness of the low-income support mechanism. ..

The Commission is reporting an increase of 52,795 respondents for this revised IC. The increase in respondents/responses is based on current information provided by the Administrator of the Universal Service Administrative Company (USAC) and the formula used to determine the number of Lifeline subscribers and ETCs are required to survey. The decrease of 12,402 burden hours has been adjusted due to recalculation of all the burden estimates.
