Dear Chief State School Officer,


I am writing to inform you of a survey that will be administered in the fall of 2011 to Education for Homeless Children and Youth (EHCY) Program state coordinators and a sample of district liaisons in your state. While you will not be participating in the survey, I wanted to keep you informed in case someone in your state contacts you about it. Also, if you have an opportunity, please encourage respondents to complete the survey. As a recipient of an EHCY Program grant, your state’s participation in the survey is required under ESEA, Sec. 9304(a)(4). The survey will take approximately 35 minutes to complete.


The survey is part of a national evaluation of the ECHY Program, as funded by the McKinney-Vento Act, Title 10, Part C. The evaluation is being sponsored by the U.S. Department of Education’s (ED) Policy and Program Studies Service (PPSS). The results of the survey will be used to examine the implementation of the EHCY Program at the state and district levels and will provide useful information on the program to ED, practitioners, and others. A final report, including findings from the survey, is expected to be released in January 2013.


Policy Studies Associates (PSA), an independent evaluator, will administer the survey under contract with ED. PSA will administer the survey online to all state coordinators and to a randomly selected sample of district liaisons. Responses to this survey will be used for statistical purposes only and any report prepared for this study will not associate responses with a specific state, district, or individual. PSA will not provide information that identifies respondents to anyone outside the study team, except as required by law.
