The evaluation will survey state coordinators and district liaisions for Education for Homeless Children and Youth (EHCY) Program. The evaluation addresses research questions in the following areas of program implementation: (1) the collection and use of data on homeless children and youth; (2) the expenditure of EHCY Program funds; (3) the policies and services provided by local education agencies (LEAs) to remove barriers that prevent homeless children and youth from accessing a free, appropriate public education; and (4) the coordination of such efforts at the local level.

This is a resubmission of a new collection (previous submission 1875-NEW 4559 was withdrawn). The sponsor has been working with Allison Cole to make needed revions to the survey, per OMB's recommendation. This submission has made several changes that reduced the number of respondents, the length of time to take the District survey and eliminating the non-grantee comparison group - so the burden is reduced from 151 BH to 97 BH for this resubmission. The one public comment that was received was under the previous package (4559) and was resolved before the initial ICR submission (under 4559).
