This information collection request is
used by the FMCSA to help ensure that drivers, motor carriers, and
the States are complying with the notification and recordkeeping
requirements for information related to testing, licensing,
violations, convictions, and disqualifications. It is being revised
due to additional requirements in a Final Rule entitled,"Commercial
Driver's License Testing and Commercial Learner's Permit
Standards," under RIN 2126-AB02.

1986 (CMVSA or the Act)
This program change increase of
25,216 annual burden hours [1,416,672 requested hours - 1,391,456
approved hours]is due to a FMCSA final rule which would amend the
commercial driver's license knowledge and skills testing standards
and establish new minimum Federal standards for States to issue the
commercial learner's permit. The estimated total annual costs of
$7,425,333 is required for the States to update their systems and
to administer initial examiner training.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
