This collection of information
consolidates all BIS licensing exceptions and exclusions into one
collection authority. License exceptions and exclusions allow
exporters to exchange a requirement for an approved export license
application before exporting, with immediate authority to export
followed by a recordkeeping or periodic reporting requirement. Use
of these exceptions and exclusions is voluntary and reduces
licensing burden in OMB control number 0694-0088 Simple Network
Application Process and Multipurpose Application Form.

This nonsubstantive change
removes the burden of submitting a shippers export declaration to
the Department of Commerce in order to qualify for the TAPS license
exception. BIS can now obtain this document electronically from the
Automated Export System (AES).
