Eligible Telecommunications carriers
are permitted to receive universal service support reimbursement
for offering certain services to qualifying low-income customers.
The Commission issued an order (FCC 11-97) that adopts a final rule
(Duplicate Payments Order), rel. June 21, 2011 clarifying that
qualifying low-income consumers may receive no more than a single
Lifeline benefit. We also require eligible telecommunications
carriers upon notification from the Universal Service
Administrative Company (USAC) to de-enroll subscribers that are
receiving multiple benefits in violation of that rule.

The public burden for the
collections proposed herein is 61,386 burden hours which resulted
in an increase of 12,000 burden hours since the last submission.
The adjustment is due to proposed changes in the Lifeline program
affecting estimates contained in the new section d (Resolution of
duplicative Lifeline claims). Revisions to the previously approved
OMB information collection can be found in Items A.1, 8, 12.d, and
15.
