Each underground coal mine has an emergency response plan and refuge alternative(s) that protect miners when escape from a mine during a mine emergency is not possible by providing secure spaces with isolated atmospheres that create life-sustaining environments. Miscellaneous Actions
MSHA has made no program changes or adjustments since the promulgation of the final rule in December 2008. The estimates have changed only because many of the original requirements have been subsumed into other ICRs. This renewal covers ERPs and RAs needed for new underground coal mines and the maintenance and repair of existing RAs.
