The Race to the Top-Early Learning Challenge (RTT-ELC) program was authorized under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Section 1832(b)(1), Title VIII, Division B ( P.L. 112-10), which amends and provides funding under Section 14006 of the American Recovery and Reinvestment Act.
Race to the Top  Early Learning Challenge is a competitive grant program, which will be jointly administered by the U.S. Department of Education and the U.S. Department of Health and Human Services. The purpose of the program is to improve the quality of early childhood programs and to close the achievement gap for high-need children. The RTT-ELC grant competition focuses on improving early learning and development programs for young children by supporting States' efforts to: (1) increase the number and percentage of low-income and disadvantaged children in each age group of infants, toddlers, and preschoolers who are enrolled in high-quality early learning programs; (2) design and implement an integrated system of high-quality early learning programs and services; and (3) ensure that any use of assessments conforms with the recommendations of the National Research Council's reports on early childhood.
In order to allow for the Race to the Top grants to be awarded in two phases, we are committed to expediting the application for Race to the Top, necessitating emergency clearance of the application.
