The FERC Form No. 2 is a financial and operating report for natural gas rate regulation for major pipelines. "Major" is defined as companies having combined gas sold for resale and gas transported or stored for a fee that exceeds 50 million Dth in each of the three previous calendar years. Under the FERC Form No. 2, the Commission investigates, collects and records data and prescribes rules and regulations concerning accounts, records and memoranda as necessary to administer the Natural Gas Act (NGA). Form No. 2 is being revised in this order on rehearing to include page 521d, a page included in the NOPR but omitted at the final rule. Page 521d is a continuation of page 521b and is necessary to accurately file the Form No. 2. The Commission does not consider adding this page a substantive change. However, it was found that implementing the changes from the final rule will require a greater effort than what was estimated previously. Therefore, the Commission is including in the burden an estimated 80-hours per filer (one-time) to implement the changes from the final rule.

In this proceeding, the Commission is responding to a comment that the burden estimate in Order 710-B was too low. The Commission agrees with the commenter and is now seeking approval of a one-time program change of 80 hours per filer of each form (Form 2 and Form 2-A). These 80 hours are necessary for companies to set up the necessary processes to be able to provide the information the Commission is seeking. The Commission intends to remove these hours from the inventory following the April 2012 filing of the forms 2/2A. Including the blank page 521d does not affect the burden estimate because the estimated burden hours for this page had been included at the NOPR stage and remained in the burden estimate at the final rule stage, even though as an oversight the page was dropped.
