In 2003, the FCC issued a Report and Order adopting service rules for the 71-76 GHz, 81-86 GHz, and 92-95 GHz bands which provided that sharing and coordination among non-Federal Government links and between non-Federal Government and Federal Government operations will occur according to the registration and coordination standards and procedures and requiring licensees to register links on databases managed by third-party database managers(s) selected by FCC. In a 2005 Memorandum Opinion and Order, the FCC revised its rules by adopting an interference analysis requirement, thereby furthering the Commission's goal of facilitating entry and development of this industry by lowering the risk of interference and thereby ensuring continued investment and additional assurance of no harmful interference in these bands, thereby serving the public interest.
